NEPA documents, discharge and emissions permits, and design calculations make up much of entry-level work, and AI will take them over first. Federal and state rules set no minimum staffing levels, so consulting firms cut hiring first. Field sampling and PE-stamped designs hold hiring up. Federal budget cuts are separate from AI.
