What should someone build toward in this field?

Civil or environmental engineering is the usual degree, followed by the engineering license and often the floodplain-manager credential once in the field. Because federal disaster-relief grants fund much of this work in cycles, it helps to understand how that funding rhythm works — and because modeling itself is automating, time spent actually surveying damaged sites and talking to worried residents face to face builds judgment a model can't replace.
